POPCOM reviews program implementation in AgSur
AGUSAN DEL SUR -- The Commission on Population and Development (POPCOM) Caraga assessed the state of the population and development programs in the local government units of San Francisco, Prosperidad, La Paz, Loreto, Veruela, Santa Josefa, and Bayugan City, all in the Province of Agusan del Sur.
It was learned that the execution of the program is now hampered by the
limited resources available that have been distributed to the LGUs. Because of
this limitation, the majority of them were unable to implement the strategies
outlined in their Annual Investment Plan.
However, there are still programs that have been granted logistical
assistance by the national government. As a result, the majority of the LGUs
visited focused their efforts on responsible parenthood and family planning
demand generation, with the intention of increasing access to reproductive
health and family planning services.
Also on their list of priorities for implementation is advanced
adolescent health and development, with the objective of reducing teenage
pregnancy.
Under the leadership of Regional Director Alexander A. Makinano, the
POPCOM-Caraga continuously reminds local population officers and their local
chief executives of the Department of Budget and Management’s Local Budget
Memoranda 85 and 87 as references for the formulation of the LGUs’ annual
appropriations for Fiscal Year 2023 and FY 2024 respectively.
According to both DBM issuances, the National Tax Allotment (NTA) and
other local resources must initially pay the expenses for the management of
essential services as defined by the Local Government Code of 1991, notably
those devolved by national government agencies (Section 2.2.5.1).
The agency is continuing its efforts to monitor LGUs in order to
continue working for human and societal development. It is also a means of
altering how communities comprehend and respond to the challenges and
opportunities presented by the constantly rising population.
