Panukalang pondo sa health insurance, dadami ang makikinabang, lalawak ang saklaw ng PWDs

Inanunsyo ni Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman na aabot ng P101.51 bilyon ang panukalang pondo sa susunod na taon para sa national health insurance program, na pinangangasiwaan ng Philippine Health Insurance Corporation (PhilHealth), na mas mataas ng P1.28 bilyon upang matugunan ang pinalawak na mga benepisyaryo at doblehin ang annual premium rate para sa Persons-with-Disability (PWDs) mula P2,400 hanggang P5,000.

Sa ilalim ng mandato ng Universal Health Care (UHC) Law o R.A. 11223, ang PhilHealth ay inatasang magkaloob ng health insurance coverage at tiyaking abot-kaya, katanggap-tanggap, magagamit, at madaling ma-access na mga serbisyong pangkalusugan para sa lahat ng Pilipino.

Ang mungkahing pondo para sa taong 2024 ay sumasalamin sa pangako ng gobyerno na palakasin ang pangangalagang pangkalusugan para sa mga marginalized at disadvantaged na komunidad, na gumagamit ng mga insight mula sa pandemya upang palakasin ang mga primary care unit sa buong bansa.

“Given the lessons from the pandemic, the FY 2024 proposed budget will continue to strengthen primary healthcare facilities in the country, including medical assistance amounting to P22.26 billion to 1.31 million indigent and financially incapacitated patients who are unable to afford nor access quality healthcare services,” pahayag ni Secretary Pangandaman.

Ang iminungkahing benepisyo ng programa ng PhilHealth ay inaasahang pakikinabangan ng tinatayang 12.75 milyong mahihirap na indibidwal na tinukoy ng national household targeting system ng Department of Social Welfare and Development (DSWD); 8.26 milyong senior citizens (ayon sa RA 10645); higit sa 15,000 financially handicapped point-of-service patients; 136,000 unemployed persons with disabilities, at 25,512 indibidwal na tinukoy sa Payapa at Masaganang Pamayanan (PAMANA) Peace and Development Program.
