DILG-13 prepares LGUs for SGLG 2025 

BUTUAN CITY -- The Department of the Interior and Local Government (DILG) Caraga recently convened local government units (LGUs) in the region to present key insights and strategic guidance for the 2025 Seal of Good Local Governance (SGLG). The session also focused on identifying common pitfalls from previous assessments, proposing targeted interventions, and outlining ways forward to enhance LGU performance in the upcoming SGLG evaluation. 

DILG Caraga’s technical officers identified common issues faced by LGUs in past SGLG assessments, including financial lapses, weak disaster preparedness, and transparency gaps. They provided tailored recommendations and best practices to address these challenges, emphasizing continuous improvement and proactive governance to meet the SGLG’s high standards. 

After discussing pitfalls and interventions, DILG Caraga introduced the 2025 SGLG Evaluation System, an innovative information technology (IT) tool designed for a more transparent and efficient assessment of LGUs. The session detailed the system's components, criteria, and scoring, clarifying expectations for 2025. A simulation was conducted to familiarize LGU representatives with the process, covering everything from data submission to final scoring, providing practical insights for effective preparation. 

DILG Caraga's Chief of the Local Government Monitoring and Evaluation Division, Ray Gregory F. Jaranilla, stressed the need for early preparation and continuous self-assessment for LGUs aiming for the SGLG. He highlighted that the SGLG is a testament to an LGU's commitment to good governance and urged LGUs to address common pitfalls and use the new evaluation system to build a strong foundation for success in 2025. 

In his closing remarks, Assistant Regional Director Donald A. Seronay thanked the local chief executives for attending the 2024 SGLG executive session. He urged them to integrate the SGLG into their monthly executive committee meetings, emphasizing that this approach would lead to more effective monitoring of LGU programs and better fulfillment of their mandate to promote the welfare of constituents through excellent basic services, in line with Republic Act No. 7160, otherwise known as the Local Government Code of 1991.
