DILG-13 discusses on Citizen Satisfaction Index System with civil society org

BUTUAN CITY -- The Department of the Interior and Local Government (DILG) Caraga, in partnership with the local government unit (LGU) and civil society organizations (CSOs) of Cabadbaran City, Agusan del Norte, recently concluded the focus group discussion (FGD) and utilization conference (UC) on the results of the 2024 Citizen Satisfaction Index System (CSIS). The event showcased the importance of citizen participation and evidence-based governance in improving public services. 

Focus Group Discussion with CSOs 

On December 11, the FGD with CSOs was conducted in Cabadbaran City, Agusan del Norte, where CSOs were able to voice their insights and perspectives on the CSIS results.

Facilitated by the team from the Father Saturnino Urios University (FSUU) - Local Research Institute (LRI), the discussions were focused on the identified service delivery gaps on the seven key service areas, namely: (1) health services, (2) sustainable education, (3) social welfare services, (4) governance and response, (5) public works and infrastructure, (6) environmental management, and (7) economic investment and promotion. 

The CSOs were able to actively identify pressing issues, recommended solutions, and emphasized the importance of inclusive governance. 

Utilization conference on CSIS results and CPAP formulation

Following the conduct of the FGD, the utilization conference took place on December 20 at Loreta Resort in Cabadbaran City, Agusan del Norte. This event gathered important stakeholders, such as LGU functionaries, representatives from CSOs, and personnel of DILG Caraga to discuss the results of the CSIS and create a Citizen-Driven Priority Action Plan (CPAP) anchored to such results. 

The event featured the ceremonial turnover of the CS Report and the presentation of CSIS results and FGD insights. Participants collaborated on the formulation of CPAP and solidified their commitment to implement these through a ceremonial Pledge of Commitment. 

By integrating the perspectives of CSOs and leveraging the findings of the CSIS, the conduct of FGD and UC reinforced the importance of citizens as partners in governance. It underscored the importance of collaboration in achieving responsive and transparent public service delivery. 

DILG Caraga Dir. Maria Loisella E. Lucino, duly represented by Assistant Regional Dir. Donald A. Seronay expressed gratitude to all participants for their active involvement. 

He also emphasized that, “This is an opportunity to reflect on the voices of our citizens—understanding their needs, preferences, and concerns—and to translate these insights into concrete actions through the Citizen-Driven Priority Action Plan Formulation.”
